PROPHETS will deliver the following four strategic outcomes:

PROPHETS will research and design guiding models to legitimately and impartially investigate the grounds and causes of behavioural radicalization online that incites terrorism, as well as their underlying multifactorial traits. In particular, PROPHETS aims to bring in a new, yet critical perspective on radical behaviour online, understanding the behavioural factors that cause many of the effects and subsequent problems that result in the enabling and acting of terrorist online actions for both LEAs and citizens.

While European countries have largely united in a common front to counter online terrorist activity, the actual implementation of policies and directives at the national level is heavily decentralised. The diversity in national legal and LEA operating policies will be highlighted and detailed in the PROPHETS policy making toolkit which will be developed as a comprehensive product integrating a review of existing legislation and recommending policy approaches on emerging threats and concerns that can be placed in the hands of policy makers and associated stakeholders and therewith seek to support greater cross border collaboration.

The PROPHETS platform contains tools for prevention, investigation and mitigation of behavioural radicalisation. The development of the online PROPHETS platform will be led by the needs and requirements of key actors and agencies involved in social and security prevention in facing the battle against terror-related crime, serious crime, their motivations and aggravating circumstances in the cyber space.

  • The Monitoring and Situational Awareness Tools of the platform will be designed to target and notify the competent agencies concerning and suggestive behaviour linked to behavioural radicalisation online.

  • The capacity and technical prowess of cybercrime investigations reserved to LEAs will be increased through the integration of the Expert Notification Portal, which will greatly expand the wealth of knowledge online investigators have access to.
